A permanent Committee was established to decide and select each year winner. The committee shall consist of the four elected officers (President, Vice?President, Secretary, Treasurer) during their tenure of office, the members of the incumbent Board, and, at all times, the donor.

The Board of Governors approved that the original Vincent G Greene award be housed for safekeeping in the National Postal Museum, there to remain the property of BNAPS and that the annual winner receive a placque to this effect. (B.N.A. TOPICS December 1974, page 268)

In accordance with the ruling of the Board of Governors (B.N.A. TOPICS) March 1948, page 35) the elected officers, members of the incumbent Board, and the Donor have each been canvassed for his selection of the best, second and third best article or series of articles authored by a member or members of BNAPS and published in B.N.A. TOPICS during the year.

In 1988 through the action of their Committee on Medals and Awards, the Board of Directors have now "streamlined" the Vinnie G Greene award selection process. The Editorial Board will first review all articles published during the year and make a selection of those elegible. This list will then be circulated to all Board members, who will then vote to decide the winner.

Based on a point system of 3 for for the first selection, 2 for the second, and 1 for the third, the votes have been tabulated and result in the following, and thereby the "Vincent G Greene Trophy" was awarded:

This award is given annually for the best article or series of articles to appear in BNA TOPICS during the previous year. The winner is chosen by the Board of Directors.
